QCA – Long-term Regulatory Framework for SEQ Water Entities
On 28 June 2013, the Queensland Competition Authority (the Authority) was directed to investigate and develop a long-term regulatory framework for the monopoly distribution and retail water and sewerage activities of Unitywater, Queensland Urban Utilities and Logan, Redland and Gold Coast City Councils. The Final Report is due by 30 September 2014.
As part of the regulatory framework, the Authority is required to recommend pricing principles and the treatment of certain regulatory parameters. A copy of the Ministerial Direction, and the Authority’s public notice of investigation, is available on the Authority’s website www.qca.org.au.
You are invited to register your interest in the investigation and to make initial submissions by 2 August 2013.
Further opportunities for submissions and other forms of consultation are envisaged. The Authority will release a work program after consultation with relevant stakeholders.
In the interests of transparency, the Authority prefers that submissions be made publicly available. However, should you wish to claim confidentiality in respect of a submission (or any part) please indicate as such on the submission.
While the Authority will endeavour to identify and protect material claimed as confidential as well as exempt information and information disclosure of which would be contrary to the public interest (within the meaning of the Right to Information Act 2009), it cannot guarantee that submissions will not be made publicly available.
